Capture gray neutral states, each defended by 10 units, by sending at least 11 troops. After conquest, grow your army and continue your campaign. Between rounds, earn prizes and buy upgrades for units, production speed, and income. Conquer the entire mainland across multiple rounds to win the level. Start with a gray map of a part of the world. Your country is blue, the opponent's red. Hold the left mouse button and drag an arrow to a gray neutral territory to send troops. Each gray state has 10 army units. You need at least 11 units to defeat them and conquer the territory. After conquering, wait for your army to increase, then launch new campaigns. Capture all gray territories and defeat the red enemy to become the sole emperor and pass the round. If the red enemy takes most territories and destroys your kingdom, you lose.
